Seventh Circuit upholds Illinois Protect Illinois Communities Act

The U.S. Court of Appeals for the Seventh Circuit upheld Illinois's assault weapons ban (PICA) in a closely watched challenge. The ban remains in effect; pre-ban firearms registered with Illinois State Police before January 1, 2024 may continue to be possessed but cannot be transferred.

Washington: Implementation guidance for HB 1240

Washington Attorney General's office issued enforcement guidance for HB 1240 (assault weapons sales ban). Possession of pre-ban assault weapons remains legal; sales and transfers within Washington are prohibited. Out-of-state transfers to non-Washington residents are also restricted.

ATF Form 4 eForm processing accelerates

ATF reports average Form 4 (NFA transfer) eForm processing times have decreased to under 90 days for most suppressor and SBR transfers. Paper Form 4 submissions continue to take 6 to 12 months. The $200 federal tax stamp ($5 for AOWs) remains unchanged.

Delaware: Handgun Qualified Purchaser Permit enforcement begins

Delaware's Handgun Qualified Purchaser Permit (HQPP) requirement, signed in 2024, entered active enforcement on December 1, 2025. All handgun purchases now require a state-issued permit prior to transfer. Delaware-resident long gun purchases continue to require only a NICS check.

Maryland HQL upheld by Fourth Circuit

The U.S. Court of Appeals for the Fourth Circuit upheld Maryland's Handgun Qualification License (HQL) requirement against a Bruen-based challenge. Maryland handgun buyers must continue to complete the 4-hour firearms safety course, fingerprinting, and background check before purchase.
